I wasn't referring to an emmissions inspection, but if a cop pulls you over aand you don't have a working wiper motor, you're getting a ticket. What I am referring to is government regulations at a higher level than state. Is there a state in the usa that allows you to operate a vehicle on the road without a wiper motor, besides a motorcycle where you have to have a helmet? Not being argumentative, just explaining my thought process from my original post.
When you get pulled over in Canada they inspect things like a wiper motor?

If you are being a ****, you betcha! But, you're missing the point as well, maybe new cars should be sold without spare tires or non-runflat tires, no turn signals, no exhaust, no headlights. Lets just go back to riding horses!
Interesting. I get your point, and I do my best to not get pulled over so I Amy not remember what it is like. I live in Ohio so I’m used to keeping the speed down which helps.
Basically what I’m saying is I would be surprised if that would get caught. Not having wipers at all can be caught visually. I’m also not saying to drive without it or “cheat the system” just commenting on your comment is all.

There are states that don't require wipers or helmets. But as to the OP problem I think it is more of a Federal law that the dealership is following for new cars. No wipers and no seat belts are more acceptable for older classic cars.

This is totally different here in Missouri at least. 15 times out of 10 you would not be checked for simple infractions like no wipers or wiper motors. When a brand new vehicle is sold here in MO there is no emissions or vehicle inspection at all. We don't have emissions inspections at all ever and only have vehicle safety inspections after the vehicle is 5 years old. Even then I think now you only have to have it inspected every 2 years. For several years I was a state safety inspector myself.

I think the difference is over here when Ford goes to sell a new truck they submit one F150 to the Govt for inspection, if it passes then the entire F150 line can be sold in the USA. After that happens states like MO don't even look at them for the first 5 years knowing that the Govt has already certified them for sale. Oversimplifying of course but generally, this is how it works. If you were to get pulled over in a simple traffic stop the vehicle/driver would really have to be grossly modified to get any static for simple infractions like missing wipers.
It's also missing it's hood! /s
If I was closer and it wasn't raining I would let you borrow my wipers for a while.

Yeah, that was my point, not a state inspection, more of a federally mandated process for delivering or selling a new vehicle. Anybody can sell a used vehicle with a wiper motor not working and the buyer should have an inspection to verify everything works, just like a STEALERSHIP charging you TOO MUCH BLOODY MONEY for a PDI they obviously didn't do! And to lie about it to the customer, something is up with OP's story, not saying he is lying, the scenario is fishy!!
