That's what you'd think, but those little bastards are tricky, hell he might just be able to use em without opposable thumbs. I wouldn't be surprised.

Anyone who's seen the Jurassic Park movies knows the Raptor is a clever girl. Clearly you are underestimating. The scissors are clearly photoshopped though as they are redundant:
