Those look like water spots to me. Are they over the entire truck, or just in isolated areas?

Hard to tell, but almost looks like your wrap is bubbling (from the pic).
Some of the vinyl has microscopic holes to bleed out moisture & air......?

They are all over the truck. Abd that could be a possibility
