Strange, mine works fine. What harness did you buy and from what company?
That helps from the perspective from knowing that yes, they are supposed to work.
I purchased the harness as 'new other' from Ebay, the seller said it was a TRS harness, I only paid $50 so I thought I was getting a deal...guess the joke is on me...my stock halogens both low and high work fine so its got to be the harness.
The odds of both sides having bad shields or something like that would be way to high, its got to be the harness. I ordered a new harness and alerted the seller that if I tried the new harness and it proved his was bad, I would be requesting a refund. The new harness should be here mid week.

Don't know if I can be of any help since my Raptor is a 2014 that came with HID headlights so I didn't need to do the conversion.
I know on mine there is just a flap inside the headlight housing that moves when the high beams are enabled, not sure if the none HID ones have the same thing. I believe the non-HID Taurus and Fusion models had this.
The only thing I would suggest is check the HIGH beam fuse, I am assuming there is one.
Check the grounds, make sure you don't just use a self tapping screw without removing the paint underneath. Personally I ALWAYS ground to a factory ground point/stud.
Unplug and replug the connectors on the Morimoto harness, I have seen dirty connectors on new harnesses from other products cause weird issues.

Thanks for all the info, my stock halogens work fine, since I had trouble, I had to swap the stock halogens back in. Silver lining I guess - I think I can swap headlights in about 10 mins now, lol. Hoping new harness fixes the issue.
