It shouldn't be completely random but possibly random numbers assigned in a logical sequential row Retail order has priority between 10 and 99. The lowest starting number started by the dealer is the highest priority order. It is the first to be picked up by Ford from the list of ordered allocations. The dealer can start from any numbers I guess between 10 and 99. I remember reading about it many years ago:

I am number 1 on their list. It is a small dealership and I hope they even have an allocation.
