Front CV axles rotating on 2wd

Hi, just wanted to know if the following is normal driving under 2wd:

One axle rotates rotates forward and other axles rotates backward !

Your front axles should not spin unless you have a leak in the actuator and it is allowing the axles to engage. It does not mean that your in four wheel drive though. Only the hubs are locked up. In 2 wheel drive they should not spin at all. They are vacuum actuated and it means you may have a leak in the vacuum lines.

I thought this was only true if the truck was running?
