Yep that's a spacer. looks like on the front wheels only? (Cross drilled rotor axle)
Take them off and see (remove wheel, remove spacer, put wheel on. They aren't bolted on, maybe seized if anything.) I wouldn't think you'd need them.
BUT if there's no vibration then leave it alone. I may or may not have used those in the past.
