There is no way to know from a photo. What does the substance feel like? Any odor to it? Feel around above the shock for a similar substance.

Looks like overspray that was not cleaned up from a dealer rustproofing job.

Yes, I was offered a complementary Ziebart undercoating last service.

It could be it.

Could be wrong but that looks like asphalt sealer or something. Can you wipe it off?

Looks like the same stuff that on the exhaust heat shield.

is the heat shield a metallic color?

That’s not shock oil, shock oil has the consistency of mineral oil.

yes, you're right. I thought maybe the shock oil turned this sludge-like from the heat

looks like the culprit is the Ziebart undercoating I was offered
