Because for EPA testing, they use whatever parameters your vehicle starts up with. If your truck remembered settings, the EPA would find the worst one and use that for their ratings. In order for your truck to be marketable, this is what happens. Blame the EPA all you want, but the manufacturers have been using this tech for years because it works. People want better gas mileage, and this is a relatively simple way to do it.
