2017 Raptor hard downshift. TSB?

I have a 2017 Raptor 802a 37k miles and it shifted down hard after flooring it. I read there is a TSB but those were old threads my question is if that TSB is available now for this issue if that is the issue. Only 37k miles it was offroaded from the previous owner but I don’t think it’s a bad transmission issue but more so related to the TSB issue. What is the actual issue that the TSB fixes?

Is it a 4th to 3rd hard downshift? My 18' did it pretty much every time but 75k hard miles and never had any issues outside of that.
