I replaced my actuator and still nothing. So I should take the panel and rubber barrier off and check the harness going into the door?

Welcome to FRF. Please post pictures of said prius with door lock issues. You should have checked power and ground before randomly replacing parts.

reading the thread from beginning will learn ya something, just like it did me.
Shortly after getting my 2011, same issue(s) happened to me.
The common wire break.
Mine started intermittently.
I had shot some PB Blaster in the latch mechanism thinking it was just sticky at first.
Then it quit all together.
Then, I searched and found info on the wire break like so many others have.
