Part name unknown

So who here knows what the rubber piece is that is behind the metal plate on the steering wheel? It has little rubber **** that hold it in place. It almost seems like a weight or sorts..no parts diagram I have looked at show this piece. Really curious on what that part is called

It's a vibration damper for NVH. Most vehicles have these little weights that dampen noise or vibration.
There is a 15 lb one on top of the left frame rail right at the back under the box. Usually the rubbers are screwed and it rattles.
