Coating for Chase Rack?

I purchased a used chase rack & it has some rust on it. Wondering if I need to treat or sand before I re-coat it with any of the following : Line-x, powder coat, or just hit it with black rustoleum. Any info or suggestions will be appreciated. If it's coated & no longer exposed to the environment will it stop the rusting?

Sanding to remove the rust then recoating is the best way.

Since its a bed rack it will get some bumps and nicks. A durable bed liner coating is the best, but if you don't mind taking it out every now and then, then rattle can Rustoleum will be fine.
