Doesn't keep out rain, just reduces the prying eyes and keeps things from flying out. Another layer of security, for grab and go crowd. And, if over a tarp, keeps tarp on your gear. </p><p></p><p>If you can't tell by now, I hate having shit flying around in the wind, rattling around loose.
