The hex bolts on my rims are starting to rust. Does anyone know if I’m able to just take them off? Do the just screw into the inner part of the rim? Am I able to drive without the beadlock on the rim? Thank you in advance.

Yes, and yes. It's just a beauty ring that can be replaced with a bead lock ring. A good tire shop will take them off every time you put a new tire on.
