Your dealer can set it anywhere from 10 to 19. 10 will get pulled first, no matter when a order is placed.

I spoke to a dealer today and while on the phone he put in my order with a priority 10 retail. He didn't say anything about allocations. Was he submitting an order to nowhere or are dealers allowed to submit random orders?
