If I'm understanding the OP correctly its on the matte vinyl material, not on paint. If thats the case some of these recommendations above not only won't work, they might make a bigger problem. Polishes and/or claying will make the matte surface appear different than the surrounding material.
If it is on the wrap you'll want to use a mild cleaner and warm water... mix up a bucket of pretty warm water and add a few ounces of a good All Purpose Cleaner or something with some alkalinity to it like our Surface Prep Wash. Doesn't need to be a super strong mix, just something that has some cleaning power.
Soak a plush microfiber towel in the mixture, wring out the excess, then set the towel over the effected area and let it sit for a few minutes. Lift the towel and use a wax free detail spray or waterless product to spray/wipe the area. The bug guts should come off.
Repeat a few times if needed.
If they're REALLY severe you can try a 10:1 mixture of isopropyl alcohol as well, just be careful with it.
With either of these approaches be sure to do it when the surface is cool to the touch and try to do it in the shade.
After cleaning apply a diluted mixture of a quality water based trim dressing to even out the material and give it some protection.
If I'm missing the question entirely and its on the paint, not vinyl, the pretreating with Road Trip Grim Destroyer then following with clay and polish as needed would be the solution.
