Would getting it inspected by the local ford dealer be a good way to be sure of its quality ?

It spent 3-4 years of its life in MN. It exhibits some rust on the rear right of the bumper. Since it's coming from a state with a lot of road chemicals and salt, should I be worried about rust on the quarter panels/frame and such ?

Hello, idk if this is the right place to ask this, but I need advice on if this is a legitimate deal or not. The dealer seems to have some shady reviews and such so I'm a bit worried there might me something wrong with this raptor...
