HID lights will not turn off

Update-

Just got finished and everything is working now. I had already zip tied and neatly configured the harness, so I swapped out the relay first to check. With the new relay, everything worked as it should. So, I'll hang on to the 2nd harness for a backup.

Thanks again to everyone for there help, I really appreciate it. Is it common for those moto control relays to go bad, or just one of those things?

So far I've had 4 customers with a problem with them.
2 were brand new and 2 had been used for about a year.
