aftermarket bumpers street legal in CA?

anyone know for sure if it is street legal to put on aftermarket bumpers? What if it is something like a wicked rear bumper that causes a ton of damage to the other car in an accident? What if it requires modifying the frame like the upcoming RaceWorks bumper? Do you have to check with your insurance company first? I see tons of cars with aftermarket bumpers, but curious about the law in CA. Thanks!

I know of no laws in CA regarding bumper upgrades......
If the local shops can install them, then it is safe to assume it's legal.
I made the bumpers on my Jeep, about 10 years ago, & have never had any issue with the police.

I am no expert, but it's my understanding all the CA bumper laws have to do witih min. and max. heigth off the ground; not source, composition, etc.
