I had to cut my spare down today, the crank mechanism no longer felt the need to cooperate. When the tire dropped this cable got pulled out, not sure where the other end was connected to or even what this is. Thx!

That's a safety tether if the tire winch ever gives way. It is bolted to the frame/hitch and other end is attached to the spare tire hook.

I had a spare tire come off once on a rusty Sierra. Lucky I was going slow in my area, otherwise...
