Not illegal, just have to have the proper license to run it. In every single state. The kids foundation I’m part of does raffles all the time for trips and such ($20 tickets) and we have to limit it to certain states and hold a license in each one to do it. I don’t know which states, but I know there are several where you can’t do them.
Non profits have different rules regarding raffles. This is definitely not a non-profit.
NO chance this is legal. And it is certainly sketchy.
But I’m guessing the kids foundation is a non profit, which have different rules.
A guy at a junk job I had after high school tried this with his motorcycle - $50/ticket. Once it got out that he had promised to make sure another person won (in exchange for $1k), he called it off.
This guy is doing it for profit on the website. And I’m sure he magically chooses the winner, it might even be him!
OP, I would recommend staying clear of this one. You will not be driving home with a new Raptor.
I did some research a while back and found that the raffle laws vary widely state to state. Most require that you can enter for free but since he is choosing the winner, not a chance you would win.
Reading through the rules on his Web Site, it looks like he is not running it through a third party sweepstakes company like other places do. That’s red flag number 1. Number 2 is the lack of details about the truck and the fact it says it’s a 2019 when it’s really a 2018. He even replied to my question on the Facebook post about the truck. That’s where he says it’s a 2018 with 18,000 miles. Other than that no other details.

I'm going to say the scammer lives in some faraway land where they aren't taught that Canada isn't part of the United States.
I follow this guy on instagram but now I cant find his account. He gave away a white one prior to this one he is doing - He is in the Connecticut area I believe. Cant tell you if it is 100% legit but like I said they did a white one before this one called Brutus.

Non-profit or not, the rules for a raffle are the same. Also a sweepstakes is where you can write and request a ticket, not a raffle. It's a pain for us to manage as states change laws all the time. We've had to jump through some hoops to make them available online, and we have to limit certain states if the purchaser resides in that state. Our exec director has to hold the license personally, and we use a law firm here in town to help manage it.
