Ya pretty sure there is a thread around here where it was talked about. if memory serves me right they are only available for Government and fleet orders. here is a quote from and article i found "For government and corporate fleets, Ford offers full-cloth seating in the SVT Raptor."

Almost all of the auto companies are like that. It's the requirements for being able to purchase a fleet vehicle that you need to look at. I know with Chevy you could purchase the Impala or Tahoe fleet model for a business vehicle. You had to find one on a lot though unless you were ordering a lot like a PD would.
