Looking for some photo editing help

some lowlife scum broke into my bunkhouse at the ranch and cleaned me out. The picture off of the game camera is poor due to the flash but can anyone clean up the image enough to get a plate number? Appears to be a lost cause to me but just wondering if someone can work some magic.

I bring bad news. I work with all adobe programs on a daily and can tell you that when something is overexposed like the image you provided there isn’t much image data that can be retrieved.

You would have better luck looking for a still frame that is underexposed and trying to brighten that up vs bringing brightness down from an overexposed still.
