On F250 the tailgate opens when engine is off as long as all doors are unlocked, using the tailgate release button (next to pedals adj). If you're saying Raptors have the same (or similar) hardware for it, why would the switch operate differently when wired to upfitter?

Upfitters are not powered when the truck is not on or if it does not have ACC power. So if there is no power to that switch then it can't power the release.

Think if you have a light bar hooked up its the same thing the light bar is not powered when the truck is not on.
