If by "nail things" you mean rivets, you will need a rivet gun. Post a pic or two of what you are talking about.

License plate frame attaches to bumper with rivets. Plate attaches to license plate frame with screws. A rivet gun or riveter can be found at any hardware store or Amazon for less than $10. I think the one I purchased was $20. I've only ever used it for the 2 rivets to attach the frame to the 2018 I had.
