Fender cleaning and detailing

Does anybody have any suggestions on what products to use to clean the fenders as they appear to be stained

Any idea of what caused staining? Almost looks like a tire-shine/wet-tire product. Same kind of lines that those products cause on the side of tires if not cleaned off.

i thought the gen 1 fender flares were colored plastic and not painted like the gen 2 raptors???
