What I mean is do the bump stops get adjusted down far enough to “touch” the leafs and prevent sag?

In this picture, you can see the three nuts that are holding the bump stop in normal mode. The canister can be adjusted up or down. Here's a demonstration:

By lowering it down, you're manually decreasing the distance between the bump stop and the axle so the bump stop will contact the axle sooner. One in contact, the nitrogen filled bump stop will act as a helper spring to help relieve some sag from towing/hauling. It does NOT increase the amount of weight the truck can tow/haul, merely helps with sag.

Well that is a great design but my question would be since these are hydraulic/spring, how often will they need to be rebuilt? In addition, I've gone to you for wheels and fogs.... might as well IM me a quote for the bump stop system and Deaver +3's / Icon's. Thanks Nick!

Honestly, there’s no way to answer that because it depends on usage. Towing a light load and never really hit the bump stops, or riding them constantly? Heavy usage when going off-road? Or never leave the pavement?

It’s all relative to your use. Plus, these are easy to recharge with nitrogen in case you get depressurization during usage. You can always have them refilled and can probably do that a handful of times before a rebuild is required. I’ve got some info headed your way.

Got my Icon leafs today and the SVC bump stop kit should be here next week sometime Thanks Nick!! I have a question about the leaf install....
- I would like to be an inch higher than I am right now. With the Icon leaf set do I leave the factory block in place? If not - should I be on setting 2 or 3?

the block will be removed completely and for just 1 inch lift in rear you will use option 1. blocks on left of pic
