I recently had fog lights installed and now I have no cruise control. I see where fuse #13 is for the adaptive cruise control/start module and can't see where this would be an issue. Checked and replaced that fuse but nothing changed. The installer used fuse # 35 to power the lights is this the problem?

Did they remove/reinstall the Cruise Control Module from the front bumper? If so, it needs to be recalibrated. They also should’t have tapped into any fuses; that is the entire reason that Ford provides upfitter switches.

Welcome to the place, I'm with @FordTechOne , why the fudge would they tap into any fuses? Take it back and get them to use the upfitter switches and install an inline fuse to match the draw on the fogs if it doesn't match the factory fuse draw for the upfitter.
