I have two Specialized Turbo Levo's e bikes.
I purchased the Kuat made for two bikes. I believe it is the 2.0.
No problems easy to use. Comes completely assembeled.

Can you open your tailgate with the 1up rack? I have the Kuat and the rack is like 1/2" to tall to drop the tailgate fully.

Dealer recommended the Thule, because it clamps to the frame of the bike. They weigh about 65 lbs with the battery. Both are 28 inch. Both have fenders.

Trek supports the refusal of sales to the Austin Texas PD, and just reading the article you can see their political slant. Not getting any of my money. They are playing both sides not wanting to lose those sales, while poor mouthing the use of bikes in crowd control.

Yak, Thule, 1up & Kuat are all solid choices. If you have carbon bikes, I’d recommend tire mounts. Personally, I use a Kuat hitch on my Jeep and Yakima over the bed of the Raptor (can carry up to 5 bikes depending on configuration; I leave it set up for 4). Happy with both. On the Kuat, I wanted something light and the 2 bike rack was the lightest I could find at the time. Minimizing weight behind the rear axle was important to me.

Thule T2 Pro XT this is a beast have taken it off road many times and the thing is a tank and holds up. Also bought the swing arm option and use it some times especially when camping as it moves the bikes to the side for easier tailgate access. This with 2 E-Bikes will definitely add some weight. I am adding Icon springs to the rear to help with weight and sag. Even waiting 2.5 months for them. Good luck.

I own a bike shop and sell and use Kuat. If I'm being completely honest, 1UP is a good product, but sold only DTC so not LBS friendly. If you get the NV Kuat also offers a ramp option if getting heavy ebikes up on the rack is a possible issue for you. Also, depending on your timeline, it's hihgly likely Kuat has something coming soon that will be similar to the functionality of the 1UP.

Saris is also made in US and has a rack similar in functionality to the 1UP. I don't have any first hand experience with that rack yet other than seeing the rep's demo and it seemed nice. (and pricey, as they all are if you get any brand's high end model).
