I can answer Q1....thats a wire loom. I have no idea why its there or it's purpose thoigh

its not oem. its a wire harness thats been added to the truck

Yes, i recently had the Rigid triple fogs installed. Maybe its from that work that was done?

That's what I was thinking. Truck probably has fog lights. Might be able to zip tie it tighter around the sides of the skid pate rather than take the skid plate off.

this is why I do as much of my own **** as possible, it's not that I even really want to at this point, it's that odds are some half-wit will do something like this...all while charging ~$100+/hr.
