Would wheel clean be the best bet to get rid or rail dust (specs randomly all over) i seem to have pretty much all over my truck? Then do a normal wash to clean any of the excess off?

Yes, Wheel Cleaner can be used to dissolve bonded rail or brake dust from the surface of the paint.

With the truck in the shade and the paint cool to the touch, spray the paint down with Wheel Cleaner, let it sit for a bit, but do not let it dry on the paint, then rinse thoroughly.

Then wash the truck as you would normally would to remove any residue.

You can then follow up with a Clay Bar to remove any leftover rail dust and any other bonded contaminates.
