19 low speed suspension noise

I posted this in the general section but no fix. My 19 makes a noise when going over small bumps , its most noticeable at low speed. Im not sure if this is it or not but i went under and push/pulled on the tow hooks about 1/4" and the shocks make a metallic rattle , i see nothing loose. Id really like to figure this out as it buggin me !
