I think that it uses the BT to initiate the connection. Then switches over to WiFi for the CarPlay connection. Yes as soon as you start it up the phone connects in about 35 seconds.

I was able to get it to work, so far no issues and staying connected. I'm on a 2018 Raptor running Sync 3.4. Had to do the setup connect about 4-5 times before it took. Really impressed so far. Video showing it working.
