I think the dealer has to submit a document to Ford to get the price difference, so I doubt they can keep it without you signing it away as part of the deal. When we picked up my wife’s Bronco, we signed a Ford rebate form for the price difference and the dealer cut the check to us.

I read it as: On 21s, the cost of the hardware was included, you had to pay an additional cost to activate; so your‘re refunded the hardware cost. On 22s, you get the refund for both hardware and activation as both costs were included in the price.

Ford can fix it easy; no allocation, no order, no email confirmation of the order. If it’s true that the email doesn’t confirm allocation, Ford shouldn’t be sending an order confirmation to the customer.
