I moved mine from a Gen 1 to a '23 and it put the new truck in limp mode a couple of times so I removed it. Weird since I never had a single issue with it in my '13.
Yep. I've never had a problem, but most of the weight is on the bed floor and not on the panel. I've heard people have issues when they try to float the tank off of the bed floor where all the weight is on the panel.
Wheel and tire for both. I don't know how well a tire only in the vertical position would stay in place. I crank mine down when off-roading or the straps can start to slide off to the side.

If they have TPMS still installed, it should be an easy swap out. I bought a complete set off a '23 (I also have a '23) and was pleasantly surprised that I didn't have to program/relearn the TPMS when I swapped them out in my driveway.
I would recommend you verify with RPG as the original design for the Gen 1 rack was narrower between the spares compared to the Gen 2/3 rack pictured above. It's possible they changed the design of the Gen 1 rack but I wouldn't risk it without confirmation from RPG.
