I'm installing the SP-594 plugs on my '17 and can confirm the shop manual specifies 133 lb in and makes no mention of anti-seize. The coil-on-plug retainers (bolts) are tightened in two stages: first to 62 lb in, and then an additional 50°.

The lack of power at part-throttle happens on mine, and it's quite annoying. I'll register a complaint when I bring my truck in for the seatbelt recall, and I've bought a set of the cooler plugs that I'm willing to try, but I think the real fix needs to be done by Ford in the ECU.
107 MPH is the speed limit for the OEM KO2s. I don't believe that that's something that can be changed with FORScan; you'll need a tune to defeat the limiter, and I'd recommend different tires, too.
