Could make a ring out of .060 alum with tabs for dzus springs then run a lexan or alumin cover
The problem you'll find with the foam plugs availabe for racing is they are meant for a 15inch wheel

All The Way is correct, the foam plugs are for 15" wheels. Like ATW said, you could also use 1/4" plexiglass or similar product that would cover the whole wheel.

Look up speedway motors and buy the foam inserts that the stock car and sprint car guys use. It's cheap, it's easy, and it works. I used them when I raced.

Just seeing 15" ones? I need to measure the inside area. Guess this is an issue as I see all kinds at summit racing too. Just needed the correct term to use when searching. Thanks!

Have a solid piece of 2-3mm 6061 cut to the shape and bolt pattern of the beauty ring. You would really only need 3-4 longer bolts to hold it on. It would look like a raptor on smoothies lol

Maybe not exactly this, but this good lead to something good. You asked for ideas and this could get you there.

Measured the wheel, the inside from lip to lip is 15" but it wouldn't be really tight. Figure you could make something to hold it in.

we also have a lot more room for the foam when we use them as you can see here with out the aluminum one on
If I had a wheel with no tire on it I could make something up in no time.
