Wouldn't the seat belt hold them down? How would the seat change the performance of the seat belt?

It doesn't really. I posted a video from TRR 2013 where the camera was facing into the cab. You can see my buddy in the back seat bouncing pretty good and when I hit some roller jumps, the whole seat comes up. This was on the list part of the first loop before the pit (just past the front gate to the ranch).
