Thanks for the advice. I was already getting everything set up to get the certificate in case somebody in state buys it. Im not in a hurry to sell it so when ever the right buyer comes which could be a while Ill be ready.

I would keep it and hope for no 2014 Raptor then yours will become very valuable very quickly...

Warning to anyone contemplating buying this truck- this guy is a total time waster. Accepted my offer, signed a bill of sale and then pulled out at literally the last minute after a week of ********. Deal with him at your peril.

Frankly, I am more disappointed than angry- I thought police officers in the SFPD, and the US generally, were supposed to act with a little more integrity. It's possible I got off lucky- someone who behaves like this is probably not the right guy to buy a used, modified vehicle from in the first place. Happy for others to learn from my experience.
