Balanced Out

So mine got balanced out to a 23 model which at least allowed me to get Avalanche but it cost about $6k in price hikes from my initial 22 order...expensive color change. With that said, the dealer says because it's a balanced order it gets priority over others, is that true? Also, they mentioned they can no longer change the Priority Code which I'm seeing pretty much all 23 builds showing Priority Code 19 which is what mine is.

In other words, if im the first to place a 23 order with my dealer, will i have a chance of getting mine in just as quick as a guy thats been waiting a while from another dealer? I wouldnt think they would make a large dealer wait on their allocations because some orders on the other side of the country havent been delivered yet. Looks like they would ration them out between dealers.
