Do replacement Gen 2 fender flares come painted?

Something got dripped on mine while it was at the dealer and screwed it up a bit. There's a pencil diameter slightly dished out black spot where something ate into the finish. Very strange, can't find anything else, just one spot. I'm trying to decide between repaint or replacement. If they come painted, I would tell the dealer to get me a new one. I added a little eye candy for you all. Thanks bit ches!
