Recalls are for safety issues. This is a noise concern on a cold start, not a safety related in the least.

There is no "new design" coming. The new parts have been out for service since last year.

All trucks built after 07/2018 should have received the new part numbers; sounds like you just got a faulty one.

Have you verified that your oil level is correct? I wouldn't jump to any conclusions until you verify the basics.

I have not checked it in a few miles, I checked it before I left California about 2500 miles ago and it was fine...

Oil level was fine and it is having new ones put in tomorrow and wednesday

I have a 2019 with a June 19 build and have the phaser rattle. I'm planning on getting it fixed after summer boat towing season is over.

I think mine was a April or May build I know I picked it up in May

yes but did they fix the issue? ive seen many trucks after this build date with the exact same issues as well as a couple 2020s posted on facebook with the issue....just because they stamp a new part number on something doesn't mean it fixed the problem
