That is not so much a bumper as a grill lower trim strip.

I dont know what laws are against it, but can you drill few small holes in the number plate on empty space. Where there are no digits. to let the air pass behind.
Honestly, that plate on side, is very strange, it looks soooooooooooooo bad. not just raptors, even sports cars, saw lambos doing same thing. It looks like a vertical tailgate, that weird, or one wheel out of 4 is offset by 2 feet, u get the idea. but left or right is a big no no. The only option left is to offset the plate by some bracket upwards or downwards

This thread has really been a learning experience.
I posted simply for the info of others.
As I appreciate when others do the same.
However, the dialog subsequently morphed into:
1. A roll-call on which users live in states that DO NOT require front plates.
2. A roll-call on which users live in states that DO require front plates, but are gansta badass enough to say f- tha police, I ain't wearing no front plate.
3. A poll for those who really have the need to express their own opinions to others, regardless of whether they have been asked.
What a wild ride.

I'll have to play with both options when I see the truck again, see which one I like better.

I might combine Sox's Idea with @Wfo

mount to the lower holes and bend it back to get the lower holes mounted with some bushings.

I've been ticketed for no front plate while parked in a parking lot and inadaquite mud flaps... I try not to give them the excuse.

I live in California and I don't want to deal with NOT having a license plate on the front. I also tow my Raptor behind my motor home, so I needed a place to make the tow connections. The only available area was in the intercooler grill behind the license plate. I installed a flip up frame for winches on the front. It holds the plate, but flips up for when I tow the truck. It's a friction fit, so it stays up. I guess if I was going off road, I could flip it up to let more air pass to the intercooler. With that said, it's mounted out away from the bumper, to clear my connections. I'm sure enough air gets around it.
