Upon further inspection, it appears the whole outer side of the shock is closer to the spring and not centered in the middle like my passenger side. It also appears that the top bucket is further down and possibly not seated all the way? I’ve attached two pictures and let me know if they don’t work.

My guess is you have the wedge/spacer that goes on top of the shock wrong. I see the 3 top nuts are not tightened down equal distance, they should be. There are 2 of these wedges, 1 on top the shock and the other on top the coil bucket. The 1 I see on top of the coil bucket is oriented correctly so I’m guessing the one underneath the coil bucket on top of the shock is incorrect. It should be thin side out which is opposite the top.

That would make sense if that bottom one has the fat part of the wedge out which is causing that one bolt you see to be shorter. I had a shock shop rebuild them and do the job so I left them a message. What exactly would I have to do to check that bottom bucket and flip it around?

To flip it you have to pull the shock out and reorient the top hat spacer/wedge the correct way. No way to do that without complete shock removal. Not sure if you can visually verify the top hat wedge with the shock installed, I’ll take a look in the morning on mine.
