It's just a software update, they are not changing the OSS
HE refers to "Heat Exchanger" they have fans for the it.
Do these take the place of factory fan?

Sorry, I thought your original post said you bought a 2014.. The Ford letter is for a 2013.
I would be calling Ford customer service asking why a Ford dealer thinks that the supercharger has anything to do with the powersteering.. Thats BS.
Was this truck sold new as a Roush or was the kit added later?
Funny story, i purchased it used with 34,000 miles on it. Bought it online so i wasn't able to actually look at it, i had just been rear ended in my 2011 @ 76 mph and i was at a dead stop (for a wreck ahead of me). So i was in a bit of a hurry to get into another Raptor and this one was being advertised as a 2014 with the Phase 2 Roush (i was super excited to find it, and the price was perfect). I didn't even find out it was a 2013 until this letter came in the mail with my VIN, never even crossed my mind that it wasn't a 2014. My local ford dealer isn't very keen on repairing vehicles that were not purchased there, when i had the first PS issue, they were going to make me wait 5 weeks before they would even look at it because "our customers come first" is what i was told. So i drove 2hrs to the next Ford dealer to get the work done in 2 days.
The previous owner was the original owner and had the truck sent to Roush with 22 miles on it. I have the Roush S/N that's on the door, ive emailed Roush 3 times with no replies and called twice, but i am offshore with horrible cell service and keep getting dropped while on hold. He did give me the receipt from Roush showing the installed parts and total with the mileage.
