Depends on the frequency they use:

* CB - no
* VHF - FRS legal with an appropriate type approved radio (no high wattage radio is legal on this)
* Business band - Someone has to have a license for the frequency and approve you using it, most fully mobile business band frequencies are limited to 1W
* HAM - Yes you need a license from the FCC

I got a HAM technician license and it was pointless because I’m never in the HAM freqs anyway.

Get a preprogrammed business band radio and call it a day.
