One would think so. Whatever it is might move out of the way on the reset and not be present on the second attempt.
Try the reset and report back. I checked my '19 and it closes first time. It was the first time I used the vent.
Check and see if anything is blocking it from closing the first time. If it encounters an object they are supposed to re-open. Other than that I'm at a loss.
I know mine is not flush. I wanted other '19 owners to look and see If their's are. I talked to the dealer and they can't get me in till May 14th. It's not leaking yet. There are 2 seals, the outer and inner. My inner is still sealed around the bolt hole.
