Maybe consider some black delrin/acetal sheet, or powder coated black aluminum sheet cut to size.
Do what I did and use a rented box truck. You know the big ones with the lift gate in the back? Damn thing weighed like 12,000 lbs empty. I happened to be moving at the time, so pulling the stump was an added bonus, but it worked really well.

You do not need to get it weighed if you have the certificate of origin. The California DMV explicitly says this on their website. The COO is the birth certificate of the vehicle.
It’s not an issue. I did it, and did a lot of research on the DMV rules to ensure I was following the them to a T. You can search my thread. Buy from anywhere you want in the US. The process is the same even if had the CA sticker and you buy out of state.
I bought 4 black bath towels, folded them in 3rds, and put one below and one behind each car seat. You really don’t even see them in there and they wash easy.
About $2500 in materials for all 18 (assuming they used grade 2 and it is 1/4” thick), plus labor. But, if they were smart, they cut the center out with waterjet and they can reuse that for another project. It’s a bitch to machine, but they don’t have more than $500 total into each one is my guess.
You’re probably right. Ford doesn’t know what wire gauge to use with what amperage rating. Best to go to an overly complicated relay box.
Kidding aside, using a relay box is not wrong, but it does add a lot complexity that then results in more opportunity for failure.
