No part of the bracket should stick out beyond the edge of the bumper (or out the hole as you say). If the passenger side is mounting correctly, I suspect your bumper is misaligned. Once that is adjusted, the bracket will probably fit.

I had a similar problem with mounting the rigid dullies in the stock bumper cutouts. The passenger side fit great, the drivers side setup hit the bumper. After taking a few measurements, I found out the front bumper came from the factory out of alignment. Once I adjusted the front bumper so...
